Are contact lens a medical stipulation?

Are contact lens a medical stipulation?
Technically contacts are not a medical need they are more of a self-absorption thing. This is becuase most society who wear contacts wear them because they don't like to wear goggles and choose to wear contacts instead. There may be some instances where it is a true medical stipulation, but I have never hear of any.
