When do you stop growing up and start growing old?At what age are you at the height of your youthfulness? 25? 21? 27?
Every one will be at variance do to there surroundings and circumstances.
In 3rd world countries is can be 12 -14 years ripened
In FSU (former soviet union) countries it is about 18
In the US heaps people never grow up but as a oversimplification I would say in the region of 28 for men and 25 for women.

i think that depends on the party you are im 48 i feel and perform like im 27 crazy right but thats the instrument it is i realy hate when populace treat my like im over the hummock i would never date someone 27 thats like dating my daughter age group sick but i love limp out with my daughter and her friends in attendance fun
Sexually, is what you mean I judge. 19 and early 20's or so I read. However I don't agree. I reckon men are better in their 30' and 40's, they know what they are doing by later. Women, I'm pretty sure it is a little after that. Why I don't know, but I believe I remember reading in their delayed 20's to mid 30's. Somewhere along those lines. Don't quote me although I'm pretty sure of what I'm saying, It be a while back that I read that. Those are ballpark data.
